update to BASIX thermal comfort protocol

The BASIX thermal comfort protocol has been updated to align with the NatHERS Technical Notes. This Protocol applies to the Simulation method for the Thermal Comfort Index of BASIX, and ensures that thermal performance assessments under the Simulation method are carried out consistently and accurately.

The updated thermal comfort protocol will be effective from 1 May 2013. New BASIX projects started on or after 1 May 2013 must follow the updated thermal comfort protocol.

Existing projects with valid NatHERS certificates with certificate numbers issued by the Accrediting Organisation before 1 May are able to follow the protocol dated 28 March 2009 for a transition period of 3 months (up to 31 July 2013).
